Navigating Climate Catastrophes: Protecting Your Condo Corporation with Replacement Cost Insurance Appraisals

The United States is facing increasing danger from climate-related disasters. Whether California’s devastating wildfires or Florida and the Gulf Coast’s ruinous hurricanes, these disasters are increasing in both frequency and severity. As climate change accelerates, so does the financial toll on communities, infrastructure, and property owners—particularly condo corporations.

As these disasters multiply, the insurance industry is being forced to adapt. Condo insurance, once a typically relatively stable line of coverage in a soft market, is now being drastically transformed. In previously softer markets, the average renewal process for a condominium corporation was routine. As noted by The Insurance Universe, a renewal would include review of any updated documents such as a replacement cost appraisal, discussion of recent claims would occur, and the broker would seek out the best coverage available from competing insurance companies. of recent claims would occur, and the broker would seek out the best coverage available from competing insurance companies.

The current market is seeing far more barriers than previously accounted for; Increasing premiums, decreasing availability of coverage, and more rigorous  risk profile examination are becoming the new norm.  Amid this uncertainty, it’s more important than ever to protect your condo corporation with accurate insurance valuations.

Climate Catastrophes in the US: An Emerging Threat

In recent years, there has been a dramatic increase in extreme weather events.  In 2024, there were over 28 separate billion-dollar weather and climate disasters in the U.S., according to data from the National Centers for Environmental Information (NCEI) and a total of $184.8B in insured losses.

These included:

  • Wildfires in the Western U.S.
  • The South Fork Wildfires in New Mexico destroyed countless homes, businesses, cars and infrastructure, with losses exceeding $1B.
  • Devastating hurricanes like Helene and Milton
  • Hurricane Helene was the costliest disaster of 2024, amounting to $79.6B in damage, striking the Big Ben Region of Florida
  • Hurricane Milton resulted in $34.3B in damages/losses, making landfall near Siesta Key. Dozens of tornadoes also spawned from Hurricane Milton, damaging infrastructure across southern Florida.
  • Record-breaking flooding in the Northeast and Midwest
  • Record rainfall landed in the states of Iowa and South Dakota amongst others on June 20th and June 21st, overflowing rivers which in turn destroyed homes and infrastructure. Sioux Falls, South Dakota, recorded 7.7 inches of cumulative rain marking the wettest two-day period on record, dating back to 1893.
  • Tornado outbreaks across the South

An outbreak of more than 165 tornadoes across southern and central states, notably impacting Oklahoma, Kansas, Nebraska, Michigan, Indiana, Ohio, Kentucky, Tennessee, Alabama, North Carolina, South Carolina, Georgia and Florida. This multi-day outbreak amounted to $6.6B in damages/losses.

Cumulatively, these events caused billions of dollars in damage, disrupting lives and straining public and private resources. Straining of public and private sector resources also impacts construction costs due to the demand for reconstruction in majorly impacted regions. The trend in 2025  appears to be going in the same direction, once again reshaping the insurance landscape and altering the risk calculations for property owners.

The Impact on Condo Insurance

As climate threats rise, so do insurance rates. In high-risk states like California, Florida, and Louisiana, many insurers have reduced their exposure or exited the market. According to the Insurance Information Institute, Insurers that remain are increasing deductibles, reducing coverage options, and increasing premiums to deal with rising losses. For condominium corporations, this presents significant difficulties. Many are struggling to find reasonably priced coverage that gives their assets the protection they require. In certain cases, properties are left underinsured—leaving owners vulnerable when disaster strikes.

Risk Mitigation: Investing in Resilience

One of the primary responses to this challenge for condominium corporations is investing in climate-resilient upgrades. Improvements such as:

  • Flood barriers and sump pumps
  • Fire-resistant materials
  • Hurricane-rated windows and roof systems

These measures not only protect against damage but can even make properties more attractive to insurers, as noted by the Federal Emergency Management Agency. Even with mitigations in place, however, accurate replacement cost insurance appraisals are an essential component of an overall risk management strategy as they protect condos from financial risk in the event of a total loss

A replacement cost appraisal is an estimate of all costs associated with demolishing and rebuilding a property with like-for-like materials and design, following current construction standards and costs in the event of a total loss. It includes all materials, labour costs, professional fees, and soft costs required to rebuild the property from the ground up. A replacement cost insurance appraiser is engaged pre-loss and is used to determine how much insurance coverage you need to adequately protect your assets. It is different from a market value appraisal and an appraiser specializing in this field should be hired.

Having an up-to-date appraisal from a third-party insurance appraisal expert ensures that your condo corporation is not underinsured or overpaying for unnecessary coverage. It is the only way to ensure that your building and common property are properly insured to their full replacement cost value. It also provides a reliable basis for setting insurance limits and can be critical in the event of a claim.

Annual reassessments are recommended, especially during the present volatile era when construction costs and materials’ prices can fluctuate wildly. In some states, like Florida, it is a legal requirement listed in the Florida Statues Section 718.111(11)(a)1 to obtain a replacement cost appraisal by an expert at least once every 36 months for condominium associations.

Other states may be anticipated to follow this soon with the rising cases of climate-related perils and the insurance industry’s shift to focus on sophisticated risk-mitigation strategies. As noted by ICMS, the insurance industry is vulnerable, with the potential of underestimated claims to lead the system to collapse.

Dealing with expert appraisers like Normac ensures that your property valuation is not just accurate and defensible, but also compliant with current industry standards and legislative requirements.
